Getting a Cannabis Card in DC

Self-certification for residents, reciprocity for out-of-state cardholders, temporary registration for everyone else — every pathway to legal dispensary access in Washington, DC.

Why You Need a Card

Because Congress blocks DC from establishing recreational cannabis sales, all legal dispensary purchases flow through the medical program. This means you need some form of patient registration to buy from a licensed dispensary. The system is not as burdensome as it sounds — DC has made the barriers to entry intentionally low. But you do need to complete one of the pathways below before your first purchase.

DC Residents: Self-Certification (Free)

Since 2022, DC residents can self-certify as medical cannabis patients through the Alcoholic Beverage and Cannabis Administration (ABCA). This is the simplest pathway in any cannabis jurisdiction in America:

  • Visit abca.dc.gov
  • Complete the self-certification form (no doctor visit, no medical records, no qualifying condition required)
  • Processing time: 2–10 minutes
  • Cost: Free
  • Valid for 6 years

Self-certification is the clearest evidence that DC’s “medical” program is recreational access in all but name. There is no medical gatekeeping. The only requirement is DC residency and being 21 or older.

Out-of-State Medical Cardholders: Reciprocity

DC recognizes medical cannabis cards from 38+ states through its reciprocity program. If you hold a valid medical cannabis card from your home state, the process is straightforward:

  • Present your valid out-of-state medical cannabis card at any DC dispensary
  • Also present a valid government-issued photo ID (driver’s license or passport)
  • No additional registration, no fee, no waiting period

This is the fastest path for visitors who already participate in their home state’s medical program. Walk into any of DC’s 65+ licensed dispensaries with your card and ID, and you can purchase immediately.

Visitors Without a Card: Temporary Registration

If you do not hold a medical card from another state, DC offers temporary patient registration at several price points:

  • $10 — 3-day temporary registration
  • $25 — 15-day temporary registration
  • $50 — 6-month temporary registration
  • $100 — 1-year temporary registration

Some dispensaries can assist with on-site registration, making it possible to register and purchase in a single visit. Monko (444 K St NW) and Takoma Wellness Center (6925 Blair Rd NW) are among the dispensaries known for helping visitors navigate the registration process in-store.

Virginia Patients

Virginia patients have a slightly different pathway. Virginia’s medical cannabis program uses written certifications from healthcare practitioners rather than traditional patient cards. To access DC dispensaries as a Virginia patient:

  • Present your written certification from a Virginia-licensed practitioner
  • Present a valid, unexpired Virginia photo ID
  • Virginia certifications are accepted under DC’s reciprocity framework

With Virginia retail cannabis sales expected to begin January 1, 2027 (signed by Governor Spanberger in March 2026), the approximately 3.2 million Northern Virginia residents who currently cross into DC for cannabis access may eventually have local options. Tips for a Smooth Experience

Register Online Before You Arrive

If possible, complete your temporary registration online before traveling to DC. This avoids any delay at the dispensary and ensures you can purchase immediately upon arrival.

Bring Cash

Cash is universally accepted at all DC dispensaries. Debit works with a $3–$4 fee at most locations. Credit cards are rare (High Demand on Capitol Hill is one exception). Plan accordingly.

Bring Both IDs

If you are using out-of-state reciprocity, bring both your medical card AND a government photo ID. Both are required. Expired cards will not be accepted.
